As of the 1st of June 2013 a new law is now in force throughout Spain and including Tenerife stipulating that any and all property owners who wish to advertise their properties for sale or for long term rent must be in possession of an Energy Performance Certificate (otherwise known as an EPC.)
So, to clarify, you have to have this certificate BEFORE you even advertise your property. It is the owners responsibility to ensure they have one and failure to provide a certificate when asked will lead to a fine of up to 3,000€.
An energy survey must be carried out on the property by a qualified surveyor who will measure the energy effectiveness of all appliances, check the construction materials, the thickness of the glass in the windows, map out floor plans, check pool pumps, pool heating equipment etc and then put together an appraisal on your property at which point you will receive your certificate. The certificate then also needs to be correctly registered.
Estate Agents here are obligated to ensure all of the properties they advertise have the energy certificates and should remove all properties that do not comply with this law. Whilst this may seem a pain or a worry, it needed be. We already have contacted several qualified personnel and have carried out many surveys already with no problems.
